Workforce Development
We believe that employment, career development and business ownership allows individuals to build stable, thriving lives that strengthen their families and communities. CAIRO leverages our expertise in access and equity to create training and opportunities that open pathways in the workforce. We are also an activator, offering training and technical assistance to develop entrepreneurs who can grow and stabilize their small business. Our workforce development programs are culturally and linguistically responsive to meet the needs of the communities we serve.
Cairo’s Community Based Training Program
Through the Community Based Training Program Providers Can:
- Reach a step level that will help you be eligible to be a Preschool For All Provider
- Improve partnerships with the families you serve
- Improve the health and safety of children in your care
- Learn ways to support children’s social emotional health
- Help children develop their communication, early literacy and math skills
- Learn how to join SPARK or improve your SPARK rating
- Learn how to change the space in your childcare to improve your program
- Learn how to improve your childcare business
- Learn more about Oregon's Kindergarten and early learning guidelines
Through the Community Based Training Program Childcare Staff can:
- Reach a step level that can help you be eligible to be a lead teacher or raise your wages.
- Learn to work more closely with the parents of the children in your classroom.
- Learn skills to improve your knowledge in health, safety, social emotional health, teaching and program management
- Learn how you can help the program where you work to improve their SPARK rating
- Learn to assess the classroom environment to maximize the quality of care

Program Details
All program participants will create an early childhood professional development plan to help them progress through the Oregon Registry steps.
Classes may be offered in Somali, Arabic, Swahili or other languages depending on the language preferences of the enrolled providers. Some classes will be offered in English and translated.
Funding
The program is funded by Preschool for All, to support Multnomah County early educators and providers in increasing their Step level using the Oregon Registry community-based training path. CAIRO is focused on providing culturally and linguistically specific community based training.
